As an employer involved in apprenticeship training through our NZ Marine & Composites Industry Training Organisation, we wish to keep you well informed on the NZ Government’s request for consultation for their proposed changes to vocational training in New Zealand.
Key points from Government announcement on 13 February 2019 – For consultation:
1.To combine the 16 polytechnics into a single NZ Institute of Skills and Technology (IST).
2.To roll some of the existing ITO activity into the new IST, e.g. field-officer support of arranging off-job training, facilitating on-job delivery with Rudder 2 digital learning platform and assessing progress and achievement.
3.To roll some of the ITO standard-setting activity into new Industry Skills Bodies (ISBs), that will be invited to represent industry.
The desired outcome by the Government is to improve trades training in New Zealand, catering for the two-thirds of school leavers that do not go on to University. NZ Marine President Richard Macalister, NZ Marine & Composites ITO Chairman Tom Warren, NZ Marine & Composites ITO General Manager Chris van der Hor and myself are taking a leadership role on behalf of our industry in the six weeks provided for the consultation of the Government’s proposal. We will be in contact with you to seek your input/views so that we can take this to the New Zealand Government as part of our consultation.
Business as usual
It is important to note that the above is a concept plan only and even if parts of it are enacted we understand it would not affect the existing ITO apprenticeship programme until later next year. As such our NZ Marine and Composites ITO services continue without any change and we encourage you to continue the good work you are doing in training apprentices and hopefully are able to sign up more to our programmes during this year.
